certainly seemed like a daunting task and one that I wasn't overly
enthusiastic about getting started. [The Human Capital Program]
has been a great help. I came away from our first meeting with a
lot of good information and written materials which prompted me
to begin preparing our handbook. [They] offered to take the time
to read over our handbook once I had finished and gave suggestions
of changes that would make our handbook fair to all parties and
compliant with the law. I can't say how much I appreciate that kind
